Mr Andrew Gilmour was one of the chief architects of the reconstruction of Singapore’s war-torn economy, firstly as Secretary for Economic Affairs and then Financial Secretary and Acting Colonial Secretary between 1946 and 1953, when he retired from the Malayan Civil Service[i]
